CMHEF Final Report in 2019

In compliance with the Grant agreement made in February 2019 between the Palladium International, LLC [HP+ project] and BfH,  efforts have been made to incorporate HIV/AIDS and TB support into existing 136 CMHEFs across 4 provinces; Battambang (all 5 ODs), Pailin (1 OD), Kampong Cham (4 ODs) and Prey Veng (1 OD). A brief overview of the key achievements up to the early of December 2019 included:

  • Successful integration of HIV/AIDS and TB support in CMHEF benefit package: It’s the first time that CMHEF has integrated support for PLHIV and TB patients while many other NGOs/CSOs provide less support to these target group due to external funding dried up. Based on the above-mentioned efforts, 136 out of 136 CMHEFs have integrated HIV/AIDS and TB.
  • Increase PLHIV/TB access to health center: Recently, number of donors/NGO have reduced community level PHIV support activities. In response to the gap in support and in complement to the Health Equity Fund, CMHEFs have supported 298 PLHIV and 1,699 TB cases, and 13,321 cases of other vulnerable including poor elderly, people with disabilities, pregnant women.
  • Mobilizing institutional support: For CMHEFs which have successfully incorporated HIV/TB into their routine activities and integrated them into CIPs and  3 years rolling plans, BfH played a vital role to facilitate and advocate the concerned provincial government institutions for their support to advise commune council, commune council Clerks and CMHEF leaders, to ensure they will be able to continuously manage their CMHEFs independently, and competently use the CIP’sallocated budget of 2020 in line with the relevant government procedures, as well as capably plan for next cycles of CIP 150 Communes/Sangkats (C/S) out of the 176 have successfully integrated CMHEF activities including HIV/AIDS and TB in the respective CIPs with total proposed budget of USD126,000 for 2020.
