BfH Progress Report in 2nd Milestone, 2020
BfH has successfully registered PLHIV and TB patients in 136 Community Managed Health Equity Funds (CMHEF) and integrated CMHEF activities into Commune Investment Plan (CIP) across 4 provinces – Kampong Cham, Prey Veng, Battambang and Pailin since 2019. The project has been extended until June 2020. Due to funding constraint, a rapid assessment on CMHEF performance was conducted to classify CMHEF as a) Well, b) Average, and c) Poor performing/functioning based on which the technical and financial support will be prioritized. The prioritization of the support from now until June 30 2020 will be focusing on those CMHEFs which were assessed at category and b above.
The activities carried out for the first 3 months of 2020 focusing on continuing capacity strengthening of DFTs, Commune/Sangkat Councilors, and leaders of the CMHEFs to ensure that they are able to continuously manage their CMHEFs independently, and competently use the CIP’s allocated budget of 2020 in line with the relevant government procedures, as well as capably plan for next cycles of CIP. In this respect, BfH has also engaged with the concerned provincial government institutions, such as Provincial Treasury in provide input in the initial workshops organized at district level and had them directly advise to commune council, commune council clerks and CMHEF leaders on the planning process and expenditure of the CIP budget, which is the sample platform for the Consultative Workshops in other remaining districts in the target areas.
